Uzbekistan
ICNL Legal Consultant Alexander Galaganov maintains constructive and cooperative relations
with various NGOs and international organizations operating in Uzbekistan. These include the
Soros Foundation, USAID, ABA/CEELI, Eurasia, DFID, ACDI/VOCA, CHF and other
organizations that have an active interest in ICNL s legislative projects.
ICNL regularly cooperates with the National Center for Human Rights of Uzbekistan and the
Institute of Monitoring of the Current Legislation of Oliy Majilis (Parliament) in the development
of legislation affecting the NGO sector in Uzbekistan.
In cooperation with the AED and Tax committee of the Republic of Uzbekistan, ICNL re
published 2000 copies of the manual on NGO taxation and accounting in Uzbek and Russian.
ICNL together with Committee on democratic institutions, non governmental organizations and
self governing bodies of Oliy Majlis of the Republic of Uzbekistan, Legal Issues Research Center
and financial support of the OSI launched its project aimed to development of charity law.
ICNL together with Sub commission on issues of civil society institutions, mass media, and
protection of citizens' rights and freedoms of the Commission of Oliy Majlis of the Republic of
Uzbekistan was held round table dedicated to the discussion of the legal basis of foundations.
This round table was conducted in the form of public hearings.
By the special request of the Committee on democratic institutions, non governmental
organizations and self governing bodies of Oliy Majlis of the Republic of Uzbekistan ICNL
provided comprehensive review of the international practice of legal regulation of foundations
and table commentary to draft law on Public Foundations. This commentary was distributed by
ICNL for governing bodies, international organizations and NGOs.

E. LEVERAGING
In Kyrgyzstan, ICNL was able to attract $938 from Open Society Institute (OSI) to share the cost
of the Issyk kul workshop held in June on Drafting Instructions to the New Tax Code.
Counterpart and ICNL provided a combined $1920. In total the seminar cost $2858.
In Tajikistan, the brochure on The rules on how to apply to different government structures (2
pages), published with UNHCR support ($200).
