Internal Loans, Repayment Mechanisms, External Credits. Following this seminar, training on
interview techniques was conducted in June 5 6 in Kara Balta by the local consulting firm Expert.
Mrs. N. Aldasheva, the Manager of Batken CSSC, Mr. T. Khamdamov, the Manager of Kerben
CSSC, and Mr. I. Gubaidullin, the Coordinator of Jalal Abad CSSC, participated in the conference
Attacking Poverty, which was held in Bishkek on June 16 20. The main goal of this conference,
attended by representatives of governments and civil society of Kyrgyzstan and Tajikistan, was to
overview PRSP process and identify entry points for civil society participation, and eventually to
forge links among participants. The participants also discussed the future action plans within the
PRSPs.
1. Batken CSSC (BT)
Activity Overview
On May 26, BT staff in Leylek together with UNDP local Office and Leylek State Administration
conducted a forum, where more than 100 people, representing civil society organizations, state
institutions, and local self governing bodies took part. They analyzed activities of main
international agencies with on the ground presence, local NGOs and credit unions, operating in
the Rayon. The cooperation between different players in prioritizing local problems was also
discussed. The participants re elected the Advisory Committee on Local Development and its
Secretariat, where the BT Assistant A. Aikynova became a member.
On June 16 20, N. Aldasheva took part in the WBI funded Regional Conference titled Attacking
Poverty conducted in Bishkek. The participants from Kyrgyzstan and Tajikistan discussed issues
of Monitoring and Evaluation of Poverty Reduction Strategies by Civil Society in Central Asia.
On June 25 26, BT conducted follow up seminar for the leaders of target communities in
institutional development, where they were introduced to the concept of community foundations.
To better use actual experience of each target community, the participants have decided to
establish a public union community network.
Internal Capacity Building
The Contract Trainers A. Karabashev, E. Kalykov and BT Assistant P. Suranova took part in the
ILO training Start Your Own Business, held in Bishkek on March 31 April 3. They got new
knowledge in business planning to be applied while delivering training to local NGOs and CBOs.
Despite the Assistant P. Suranova left her position three weeks later, she is still available to
deliver training workshops on business planning on a contract basis.
The former volunteer Ms. G. Temirova was chosen as the most successful candidate to fill the
position of the BT Assistant. As a first step of her capacity building, she participated in the
training in Business Planning held by the Village Investment Project of WB in Osh on April 23
27.
In April, the BT Grant Manager A. Kochorbaev moved to a new position to be based in Kerben
(Jalalabad Oblast), and after series of interviews, Mr. K. Dyikanov was hired to fill this vacancy.
On May 15, the BT staff visited the CSSC of Nookat to learn their experience in diversifying
funding sources. The received information will be used in developing plan for BT financial
sustainability.
Community Outreach
On April 21, BT conducted a meeting of Local Grant Committee (LGC), where two projects of
the communities of Yntymak and Kok Tash were approved and sent to the Hub Office for final
approval.
The refugee NGO Radjab Ata (Kyzyl Kyia) implemented two community projects aimed at
renovating potable water supply and providing consultative services to refugees. On April 24, BT
Manager N. Aldasheva, A. Karabashev and A. Kalykov conducted the follow up seminar in
business planning in Kyzyl Kyia for 20 refugees, of which 15 have finalized their business plans
during the seminar.
